This is the next phase that Kiwi Farms members have stated they will do - constructing look-alike blocklists and then adding popular trans people to them after the fact, once the blocklist is seeded in the community. Make sure any block list you use says who runs it.

This makes me think that a logical next step for Bluesky is verification/authentication of some kind, so that there can be trust for such lists and their creators.

There is, it's setting the domain name. only the domain name owner can do that, and it imposes a several dollars cost to do so.

One solution I can think of is to forbid new users from creating lists and only allow it when these accounts have been in use for a certain amount of time so this will prevent trolls with spam accounts and relieve moderation from having to investigate so many accounts at once

There are reasons outside of "does this make things better" to consider, there. Social media platforms strive to be content-agnostic & provide service to all comers equally, to cut off legal liabilities that might arise.
There are ways to establish trust & trustability for moderation volunteers.
