He gives himself far too much credit. At one point we banned the AHS jannies and the mass reporting stopped instantly. They'd all but given up for months before Reddit decided to clean house of their own accord.
The sub bans were little more than Chtorr personally throwing a shit fit because we refused to bend the knee and ban criticism of trains. It was funny because she couldn't explicitly say that's what the admins wanted so we had all sorts of colourful innuendos instead.
