It has posted almost NO content, followed 32,000+ accounts, and 2,200+ accounts have followed it.
It exists to be flipped in the future, for arbitrary reasons - misinfo, targeted harassment, hate speech, spam, whatever.

This is a formula being used by inauthentic engagement operations to attempt (and, often, succeed) in building spam accounts, to be flipped to arbitrary purposes - including to astroturf reposts & likes for $.
