Animated pictures in the sidebar are distracting.
I will never read the text there as I don't care about stuff like rules and what this place is about, which is useless anyway as you can't really grasp this site without lurking moar.
I guess it can be marginally useful for gently introducing newcomers, and regulars can just block it.
If you want to make announcements, I suggest to seperate it clearly from the otherwise static sitebar and change it frequently enough so I don't just filter it mentally (and actually make the info relevant for me).
They're only on the front page and are a bit of a visual flourish. Most aren't animated, so just hit F5 if it's too annoying, but most people actually enjoy these.

That's the plan. Editing the sidebar is already easy on old, and is going to become so on new. We will be adding stuff there fairly regularly instead of keeping announcement pins up for days.
