Sure, but they'll get the same enjoyment out of it whether or not you use half the paper towels on the roll first anyways, so you might as well use them.

You can't do that, it reduces the effective lifetime. When tearing apart paper towel rolls it will eventually be so shredded it basically creates a debris wall blocking their claws from going deeper, so by using the paper towels first you're just ruining the ability of that debris buffer zone
