no there are cryptographic voting systems based on zkp that can do it, but I still think its a bad idea cause we have not found a way to make computers generally secure enough for important stuff like voting

Easy solution, one agency dispenses voting identifiers and verifies that citizens get exactly one. Another agency administrates the voting process and verifies that each voting identifier is used only once to vote.
The first agency provides a service to the second which accepts a voting id number and responds with valid/invalid. Possibly also a public API to associate SSN to party registration for parity with current state.
The links between voting ID/SSN and voting ID/vote are secret and the penalty for leaking is execution.

yeah in the US it is claimed that who you voted for is private butt not whether you voted. Also most people's voter registratiom info including stated party and home address is publicly available info that you can look up on the internet. I sometimes use it when I do skiptracing work
