It's already law. And it's less about equity or whatever and more about the UK being broke and Starmer doing anything he can to balance the books and against a demographic which wouldn't vote for him anyway as they'd either vote Tory or LibDem.
EDIT: I was wrong. It's not law yet but is a proposal. Will only apply to farms worth £1 million+.
