I'm going to assume this was an attempt to stop them going "oh yeah we spent 2 hours prepping and then another hour after for them going under for 3 minutes so I'm going to bill 3 1/2 hours".
Yeah probably. Doctors are generally greedy. For some reason people consider them altruistic and maybe that's true in other places where they get paid shit wages but absolutely not true here in the US.
Kinda like how lots of people act like teachers are super altruistic bc the job is "hard" and doesn't pay well, when in reality most teachers would be unable to get a job doing something else for the same (annualized) pay. Also why they have so much trouble getting STEM teachers, because anybody who knows what they're doing can just make money elsewhere, the ones left are the ones who couldn't perform.
Doctors have done a better job than almost any profession (aside from elevator repairmen) of placing arbitrary caps on their numbers to drive up salaries.
Heck, one of the principle causes of the current instability in South Korea is that their doctors have been striking for months because the government is trying to raise similar caps there.
