Great group. I remember hearing them being interviewed many years ago, and they said they got their name from watching documentary clips by the National Film Board of Canada as kids in Scotland. They imagined there were "boards" for just about everything in Canada, but sadly the only other "Board of Canada" that I know about is the Wheat Board, and it's now defunct.
