I don't live in Germany and have barely spent any time there but low German was everywhere. Not sure on paperwork or legal stuff since I was just visiting but only saw/spoke high German in a village getting gas.

(i.e. so-called High German) unless 
they know you well. Low German 
is only a thing in the North 
of Germany, and most dialects including low German 
are declining because everyone 
learns standard German
