CNBC's Jim Cramer reviewed Monday's market action, saying the session's moves reflect investors who feel Vice President Kamala Harris could win the presidency, even as the race remains deadlocked in the polls on the eve of Election Day.

"I'm not sure the market's right about what a Harris presidency would mean for business, but at least now we have a blueprint for what Wall Street thinks it'll mean," he said.

Traders, Cramer said, are looking to get ahead of election results, and they're looking for signs that someone knows something that others don't. He suggested that some on Wall Street foresee a Harris victory because of a surprising new poll released this weekend that showed Harris ahead in Iowa, a traditionally red state that seemed like a shoo-in for former President Donald Trump, who won the state during the past two elections. The poll showed Harris leading Trump 47% to 44%, and Cramer said it has led investors to question whether other red states could turn blue.

He pointed to several sectors that pulled ahead on Monday, including home builders DR Horton, Lennar

and Toll Brothers

, which may have been sent higher as investors anticipated the effects of Harris' proposed tax breaks and aid for first-time home buyers. Companies that rely heavily on imports — like alcohol seller Constellation Brands

or cosmetics company E.l.f. Beauty

— may have rallied at the prospect of a Harris administration because of the vice president's more moderate trade stance compared to her opponent, who has vowed to implement dramatic trade duties across industries, Cramer said.

Meanwhile, hyperscaler stocks like Amazon

and Alphabet traded lower, he added. Cramer said Wall Street could suspect that Harris will continue the Biden administration's legacy of strong antitrust law enforcement, perhaps keeping on officials like Federal Trade Commission Chair Lina Khan, who has been tough on big business.

"I like the idea that you can now get a jump on what traders think," he said. "Then again, I don't regard traders as the best prognosticators of anything other than what other, slower traders might do within the next day or two — just not worth changing our portfolio over. I say stay the course."

John Oliver got emotional during the final "Last Week Tonight" episode before the U.S. election, urging his viewers to vote for Kamala Harris.

Though Oliver acknowledged that he's spent a majority of airtime this election season discussing all the reasons not to vote for Donald Trump, he affirmed that he will be voting for Harris on Tuesday — even if her policies aren't perfect. Born in the U.K., Oliver became an American citizen in 2019 and this year marks his second time voting in a U.S. presidential election.

"Elections alone aren't efficient for large-scale change, but they're absolutely necessary for it to ever happen," Oliver said. "Because it's the day you essentially get to choose who you'd prefer to be pushing for the next four years and where you'll be pushing them from."

Holding back tears, Oliver continued: "Look, I love this country. I'm an immigrant. I chose to be here. In the words of the late, great Lee Greenwood: I'm proud to be an American. And I'd argue there is nothing more American than having a healthy, adversarial relationship with those in power, even if you voted for them."

Oliver noted that "this hasn't been a very uplifting speech," so to end on a positive note, he made the point that if Trump doesn't win this election, he likely wouldn't run again.

"I know he would put us through heck before he left the stage, but when the dust settled, he'd have lost two elections in a row and would be campaigning as an 82-year-old next time. I think he'd be done," he said. "And doesn't that sound great? I know, the problems that he's a symptom of would of course remain, but we wouldn't have to deal with him anymore. Wouldn't it be great to live in a world where he's no longer an active threat, just an annoyance?"

"I want so badly to live in that world," Oliver concluded. "And I hope everyone does everything in their power in the next 48 hours to make that world possible."

A group of Democratic secretaries of state are calling on social media companies to detail their plans to moderate inflammatory content and artificial intelligence on their platforms during and after election day.

Seven secretaries of state -- representing Maine, Rhode Island, Illinois, Oregon, Vermont, Washington and New Mexico -- sent the letters to Google, X and Meta on Friday. Secretaries of state typically play some role in overseeing elections in their states.

The officials note that violent threats against election officials and disinformation about elections are already spreading online, saying they are "deeply concerned about the failure of major social media companies to clearly lay out their plans to moderate inflammatory claims and AI-generated election-related content ahead of, during and following election day".

Throughout the 2024 election, false and misleading claims about elections have spread widely, playing on frequent myths like that noncitizens are voting en masse or that tabulation machines aren't secure. Donald Trump often elevates these claims, as does X owner Elon Musk, as part of an ongoing narrative that Democrats can only win the election if they cheat.

Republicans in Congress and in the courts continue to go after attempts to flag misinformation during previous elections and call it censorship. In response, many platforms have taken a less active approach to moderating or removing content, and some have far fewer staff dedicated to trust and safety than they did in previous years.

Some of those signed on to the letters have been targets of threats and harassment personally for doing their jobs. Maggie Toulouse Oliver, the secretary of state in New Mexico, has faced threats in multiple instances and testified about them to Congress, at one point having to leave her home for her safety. Maine's Shenna Bellows received threats and had her home swatted after she disqualified Trump from appearing on the state's ballot in response to a voter challenge to his eligibility. "It was designed to make me afraid and send a message not only to me but to others," she said at the time.

The secretaries of state want the three companies to report about how they are promoting official and trustworthy sources about elections, how they are responding to conspiracies that spread on their platforms and contribute to harassment and attacks on elections, how they are responding to potential AI threats, how they are engaging with federal government agencies about the ability of foreign actors to use their platforms to sow distrust, and how they are monitoring and moderating violent threats to elected officials and election administrators.

"These threats are not hypothetical," the secretaries wrote. "From the widely reported doxing of election officials in Georgia after 2020, to viral, AI-generated video of political candidates, to the storming of the Capitol on January 6, social media companies are directly responsible for failing to stop foreign adversaries and other malicious actors from spreading the lies and fake content that have led to violence and declining trust in our elections."

They concluded that they are "deeply worried" about how lies spread widely on social media platforms could result in violent consequences in real life, "with severe implications for election officials and for our democracy".
