Why do you qualify a loss of culture/language/etc a genocide? Doesn't that make genocide

In my mind genocide is the killing of a people or culture. It doesn't mean they exterminate every last living member, but they are eliminated as a polity.
To the extent that any of the native tribes are living peoples today, it's because the settlers failed or thought better and changed their minds, but for a long time the goal was to "civilize" the natives and eliminate their own culture.
