This is totally consistent with everything we know. The attack was well planned and based on extremely good intelligence on all the targets. The vast majority of the troops were not told what was happening until h-hour for security reasons. They couldn't use telecommunications so giving out orders on paper makes perfect sense.
This is exactly how I would do it if I was running Hamas.
And if you look at wars from my century
this happened all the time. There was a huge emphasis on Vietnam on getting any papers off the enemy dead because they would have orders like this.
