No. Arabs are people that originated from the Arabian peninsula. Jesus was probably ethnically Assyrian, who originated in what is today Iraq. The Arabs conquered the region that is today Israel/Palestine in the 7th century and that is when Arab migration there started.

Most "Arabs" today have as little Arabian blood in them as Jews have Levantine blood. They're mostly descendants of culturally Arabised local populations.
