Apartheid regimes cannot, by definition, be democracies. Israel has a two-tiered society. This is a fact. Jewish supremacy is enshrined in law. Just because you have a couple token Arabs in some positions of power does not change the fact the non-Jewish population in Israel proper is treated as second class citizens and the people in the occupied territories live under an illegal, military occupation with martial law and no representation in government. It's as simple as that.

East Jerusalem settlement consists almost entirely of people legally purchasing legal titles that were confiscated by Jordan 48-67 and evicting squatters that refuse to pay even token rent, after decades long court battles. The West Bank is not part of Israel.
