A lot of the failure of the first Arab Israeli war came down to the other powers nervously eying the strength of even the turbocucked Hashemites in Jordan and refusing to coordinate because of that. Even still, in our own timeline Egypt and Syria made no moves to challenge Jordan, I don't see why an even stronger Jordan would make for a better target.

The moral argument is that the only solution is a strong competent gov in the westbank that can lead their own people, represent them globally, and get what they want. The main Palestinian gov in power is completely incompetent, the palestinians let tribalism run rampant in their authority systems and tolerate it, which spawned the power vacuum which generated Hamas.
As long as the best Palestinians can put forward is Fatah, which is useless and happily defers any responsibility by finger pointing at Israel, then they will perpetually lack their own proper state.
