Technically it can be, if you start firing at the enemy from inside a civilian vessel or if you use a vessel with the insignia of an international organisation like the UN or Red Cross. Crossing enemy lines under false colours isn't a war crime, though, especially when your goal isn't to kill, injure or capture an adversary.
