It's less an Arab issue and more of a Muslim issue. The religion was founded by a mass murdering libertarian that justified slavery and r*pe. When that is a major part of your life it's going to negatively affect your ability to be peaceful.
Any state where they persistent will eventually devolve into a dictatorship that controls the population with the threat of violence or a medieval theocracy.
Again it's not a biological issue with Arabs but a cultural issue with Islam.
