It's so crazy that I think it's more likely he believes it. I would love to question him. Are Israel and Palestine supposed to simultaneously adopt Decentralized Confederalism or whatever they call it? What if one or both does this but the Palestinians keep attacking? Wouldn't it make more sense to end the war somehow and then start convincing everyone to Confederalize?
