What really blew me away was that there was a little assortment of spoons just out in the open on the vending machine. If that machine were in 'Merica there's no way there'd ever be spoons there, people would steal them 24/7.

To be honest they're out in the open even in our "ghetto" hawker centres and I'd have to admit that I've definitely "stolen" a few extras when I takeaway food, unless you're talking about taking the whole bunch of plastic utensils then
that's probably very rare 
since hawkers are known to be short 
tempered
