I think
the public is to accepting of bad speeches, 99% of politicians don't even try to hide that they're reading 
off a speech 
off a card or teleprompter that they've just seen for the first 
time. Probably doesn't help that the actual delivery 
is forgotten about in seconds while news talking heads will pick apart 
word choice 
devoid of context for days.
