A deep look at their financial statement reveals how horrific they were at risk management.
And in my opinion incompetence explains only part of it.

We have already established there was no the head of risk management. If she was referring to herself as such, it means she either omitted "UK" or "acting". But the former is much more likely because there's no evidence for the latter.
