Does this person think any significant proportion of users have colour calibrated displays?

Because, uh... no

Design shops use colour calibrated workflows to make sure all their designers produce comparable output. It's accepted that the end-user will not receive a consistent experience across devices but when you have three different teams producing background graphics, logos and other stuff you need calibration to make sure it all lines up.

This confused me too, and I don't understand how "different displays look different" led to creating a color picking website as a solution.

It's a nice concept though for quickly mocking up designs, but from what I understand, most website and app designs are initially sketched freehand, so some guy in photoshop makes basically storyboard images, and those are then handed over to a team that segments those sketches into CSS elements and reconstructs the look in CSS.

I don't know how much design is done 'live' like this.

But then again web dev is not my speciality at all.
