He has said he could but his app is paid yearly and since he only had 30 days notice he'd have to eat the api costs until all of the subscriptions renew.

That's the problem with social media sites. If you put of a payment screen in front of your users, they will have to ask themselves whether reddit adds even a single dollar of value to their lives. Best not to let anyone ask themselves such a question.
