General comment but I'm less and less in favor of “fines” as law enforcement. It seems to me it creates the worst incentives for the worst people (cops).

If this were even remotely true than people wouldn't break parking and traffic rules all the fricking time. I'd actually argue that, if anything, enforcement is far too low and needs to be better. I'm sure it's more of a local issue, though, and I know nothing will change because any politicians that moves to better enforce traffic or parking laws is gonna get fricked by the electorate that think they're special and can do no wrong.
