The only conclusion I can draw from making software to run on Apple is that Apple hates 3rd party developers.

Kind of. You need a Mac and their software to sign the app and submit it to the store, but you can do the actual developing on another OS.

MacOS throws an absolute shit fit if you don't go through their signing either. Apple literally show a prompt to users with only "Delete" or "Close" options when trying to open an unsigned app.
