How close to reality is this? Because I definitely want to use it to back up my biases and assumptions, but I need an Internet stranger to inform me.

Top is probably more like "just find a vulnerability and don't tell the corp." That's what the NSA did with eternalblue and the only reason we know is because it got stolen

The nsa also inserted vulnerabilities. They advise on cryptography projects and will give bad advice that they can later abuse. Like using a specific constant in an algorithm that gives them a vector of attack.

They've also done the opposite. I believe for earlier RSA standardization work, they suggested constants that were resistant to attack methods they knew about but didn't want to disclose. After the methods got independently discovered outside the NSA, the rationale for the constants became more clear.

It's a dangerous game when the NSA chooses weak constants because what they know is usually only 5-15 years ahead of public discoveries.

The NSA also told telcos and ISPs to run boxes that sent telemetry directly to them. When Qwests CEO dragged his feet they had the SEC shank him and send him to prison
