I saw a clarification on HN that this person is on parole:

Payne was a California parolee who was arrested by California Highway Patrol (CHP) after a 2021 traffic stop and charged with possession with intent to distribute fentanyl, fluorofentanyl, and cocaine.

So this person already had his rights abrogated. I don't believe this would apply to Joe Schmo during a traffic stop.
