If it's 1990 you can make a competitive disk operating system to rival OS/2 or MS-DOS, or maybe build something cool on top of it, like Novell Netware-ish

No. It's written in Assembly which is not approachable at all for a "codelet". It's more just an interesting piece of history.

Maybe for those that work on emulators for old operating systems? Like there's DOSBox for running old computer games: https://en.wikipedia.org/wiki/DOSBox. Being able to take a look at the original source code might be helpful to them when it comes to compatibility.

I have logged hundreds, if not thousands of hours in DOS and DOS adjacents courtesy of the government. Honestly, we were better off if not for games. If technology didn't progress past 94, you'd never know you were missing anything.
