I believe as of yesterday the starliner was having additional thruster abnormalities and there is essentially no way they are letting humans return in it. They already paid spacex $266k to come up with a rescue plan. Sounds like they are going to have some sort of system in the future where spacex has a crew dragon capsule ready to launch with short notice for future issues
