Since they're very low and I think they orbits are naturally decaying

I'd assume most of the difficult junk is in high stable orbits and too old/broken to :marseyyoushouldkillyourselfnow:

yeah even if something catastrophic happens and they completely lose a satellite - let's say it actually hits something and smashes to pieces

the pieces are basically all coming down within a decade, it's close enough to Earth that the drag from our atmosphere would deorbit any object that's not actively maintaining its orbit
