They also use them as chips to bet on matches and shit. It's not just buying and selling, it's a workaround to gambling. You can't gamble real money, but you can gamble skins and cash them IRL. You can see how this is a problem when people buy 10 $1500 skins and lose them all in one go.

This allows workarounds like letting minors gamble, which is a bad thing because gambling addiction can settle really early and ruin families.

No. The problem is not the rare skins by themselves. The issue is Valve's marketplace that lets accounts trade and sell the skins for real money. Since there is monetary value associated with the skins based off the market, criminal organizations can use it to launder money.

Gambling sites let kids sign up and use these gun skins as currency since there is a real world dollar associated with them. Kids get hooked and start gambling for real. The gambling sites start making extremely large amounts of money attracting even more criminals to the scene, now the gambling sites are getting into turf wars with each other that is crossing over into the real world.
