Does anyone use this? I group it with Freenet and GNUnet as cool tech but with nowhere near the reach of Tor.

Uh, sort of. It is frequently used with BitTorrent (that is why TorrentFreak is writing about it) or with IRC. but even then people still use Tor more for IRC.

It doesn't have exit nodes like Tor, so it is a lot less useful for day-to-day stuff like browsing the web. But the design is a lot better.

I don't know, I am not involved in that scene. I imagine a lot of PT's think they're safe as opposed to like, the pirate bay or KAT (even though they're really not).
