In the last years of the Cold War this was a big problem for NATO. The Soviets were expected to use radio direction-finding to locate their headquarters and shell them. So tactics were developed around minimizing use of radios and moving around often. But given how slow this war is going, the Ukrainians might be best off just laying telephone wire like in WW2.
