Harm prevention works in reducing total number of junkies as well as HIV transmissions and crime.
Just look at the case of Portugal. In 1999 1% of the whole population was using heroin. It was a giant problem. But instead of taking the burger route and killing everyone that slightly smells of weed, we decriminalize the usage, and redirect the addicts to 'help centers' where they meet with a doctor, a social assistant and maybe a lawer?, not sure. But it's like to make an assesment of the situation of that person, and recommend next steps.
I fully 100% support all drug decriminalization if with it comes the necessary care. You can't just decriminalize and leave the people to their own fate. You need to actively help. and help it did.
