I know it's bigger. It's bigger because the "electorate" does not actually mean living people that can vote. it means "people whose 'votes' we can count".
my argument is the actual figure is inflated by dead old people and non-citizens. the former are not subtracted with accuracy, the latter are added. In addition, of course, to the new adults/citizens (which i do not believe accounts for the number of dead voters successfully subtracted).
ergo, an abundance of fradulent votes/voters.
