It's that quarterly time of the year again where Google whines about Apple not trusting Google after repeated failures while iMessage has been going strong for over a decade.

It’s the industry’s modern standard.

RCS is designed to work universally, so no matter where you live, who makes your phone or what it runs on, you can enjoy the same texting experience. And today, all of the major mobile carriers and manufacturers have adopted RCS as the standard — except for Apple. Apple refuses to adopt RCS and continues to rely on SMS when people with iPhones message people with Android phones, which means their texting is stuck in the 1990s.

Hopefully Apple can #GetTheMessage so we don’t have to keep waiting to remove the whole “green-versus-blue bubble” thing. Happy birthday, SMS — you were a great start, and you had a good run, but everyone is ready for an upgrade.

Anytime RCS comes up people always mention "just use WhatsApp or signal etc etc" except there's always going to need a carrier based/universal standard to link everything together. Google's tweaks to RCS is a really good choice for that standard tbh.

Their original goal was to get carriers to implement it themselves and only started hosting it themselves after US carriers tried to frick around by charging extra and limiting it to their own apps and only on their own networks.

Google's been slowly but surely (especially the slowly part unfortunately) making RCS better and better and it seems like they've finally settled on a messaging standard they aren't going to abandon, but I wish they'd get more aggressive with it. Release an API and partner directly with carriers to get them to RCS directly on their networks.

Here in Canada a carrier Freedom Mobile is about to be sold off to a smaller company, being able to advertise the most secure messaging service in the country and an iMessage like experience regardless of the phone you use would be pretty helpful for them and it would help with adoption.

Apple isn't going to add RCS unless the EU forces them too or Google puts the pressure on them in such a significant manner that they feel like they have to.

Germany's federal and state data protection authorities (DSK) have raised concerns about the compatibility of Microsoft 365 with data protection laws in Germany and the wider European Union.

According to the German watchdog's report [PDF], which was written after two years of negotiations with Microsoft, the body says that the product "remains in breach" of the General Data Protection Regulation (GDPR).

The 2020 working group was put together to bring the cloud service into line with the Schrems II decision of the European Court of Justice – and relates to ongoing European concerns about cloud data sovereignty, competition, and privacy rules.

Under the GDPR, children below the age of 13 are incapable of consenting to their data being collected, while consent may be given by those with parental responsibility for those under 16 but not younger than 13. When platforms do store data on adults, those customers are meant to be able to request the deletion of their records.

The report adds (translated from the German): "Many of the services included in Microsoft 365 require Microsoft to access the unencrypted, non-pseudonymized data."

The DSK report means the office suite is therefore not suitable for legally compliant use in schools or public authorities in Germany, although it won't affect use by businesses or consumers.

Microsoft has denied that its assessment of Office – sorry, Microsoft 365 – is accurate, claiming in a statement [PDF, translated from German]:

We ensure that our M365 products not only meet, but often exceed, the strict EU data protection laws. Our customers in Germany and throughout the EU can continue to use M365 products without hesitation and in a legally secure manner.

In the background are alterations made by Microsoft to a "data protection addendum" in September 2022 that the DSK claimed contained a "conceptually changed section as a result of the discussions with the working group about data processing" of telemetry and diagnostic data. The DSK goes on to claim that only the wording had changed, noting: "However, according to Microsoft, it has not made any adjustments to the actual processing," and that the US Clarifying Lawful Overseas Use of Data Act (CLOUD Act) of 2018 and FISA 702 provided "disproportionate access rights for US secret services [providing]... no judicial legal protection for EU citizens."

The ruling said the "use of personal data of users (e.g. employees or students) for the provider's own purposes excludes the use of a processor in the public sector (especially in schools)." The watchdog went on to note the legal basis of "entitled interest" under article 6 of the GDPR was therefore not relevant.

When asked for further comment, a Microsoft spokesperson said: "Microsoft 365 products meet the highest industry standards for the protection of privacy and data security. We respectfully disagree with the concerns raised by the Datenschutzkonferenz and have already implemented many suggested changes to our data protection terms. We remain committed to working with the DSK to address any remaining concerns."

Matthias Pfau, founder of the encrypted email service Tutanota, opined of the ruling: "It is unbelievable that American online services continue to trample on the European GDPR more than four years after it was passed... Instead of relying on voluntary cooperation, much harsher consequences must be drawn here; for example, by using completely different systems. Linux with Open Office is a very good alternative to which schools and authorities should switch immediately."

Earlier this month, France's minister of national education and youth echoed these concerns, saying free versions of Microsoft Office 365 and Google Workspace should not be used in schools. ®

San Francisco will allow police to deploy robots that kill

Supervisors in San Francisco voted Tuesday to give city police the ability to use potentially lethal, remote-controlled robots in emergency situations -- following an emotionally charged debate that reflected divisions on the politically liberal board over support for law enforcement.

The vote was 8-3, with the majority agreeing to grant police the option despite strong objections from civil liberties and other police oversight groups. Opponents said the authority would lead to the further militarization of a police force already too aggressive with poor and minority communities.

Supervisor Connie Chan, a member of the committee that forwarded the proposal to the full board, said she understood concerns over use of force but that “according to state law, we are required to approve the use of these equipments. So here we are, and it’s definitely not a easy discussion.”

The San Francisco Police Department said it does not have pre-armed robots and has no plans to arm robots with guns. But the department could deploy robots equipped with explosive charges “to contact, incapacitate, or disorient violent, armed, or dangerous suspect” when lives are at stake, SFPD spokesperson Allison Maxie said in a statement.

“Robots equipped in this manner would only be used in extreme circumstances to save or prevent further loss of innocent lives,” she said.

Supervisors amended the proposal Tuesday to specify that officers could use robots only after using alternative force or de-escalation tactics, or concluding they would not be able to subdue the suspect through those alternative means. Only a limited number of high-ranking officers could authorize use of robots as a deadly force option.

San Francisco police currently have a dozen functioning ground robots used to assess bombs or provide eyes in low visibility situations, the department says. They were acquired between 2010 and 2017, and not once have they been used to deliver an explosive device, police officials said.

But explicit authorization was required after a new California law went into effect this year requiring police and sheriffs departments to inventory military-grade equipment and seek approval for their use.

The state law was authored last year by San Francisco City Attorney David Chiu while he was an assembly member. It is aimed at giving the public a forum and voice in the acquisition and use of military-grade weapons that have a negative effect on communities, according to the legislation.

A federal program has long dispensed grenade launchers, camouflage uniforms, bayonets, armored vehicles and other surplus military equipment to help local law enforcement.

In 2017, then-President Donald Trump signed an order reviving the Pentagon program after his predecessor, Barack Obama, curtailed it in 2015, triggered in part by outrage over the use of military gear during protests in Ferguson, Missouri, after the shooting death of Michael Brown.

San Francisco police said late Tuesday that no robots were obtained from military surplus, but some were purchased with federal grant money.

Like many places around the U.S., San Francisco is trying to balance public safety with treasured civilian rights such as privacy and the ability to live free of excessive police oversight. In September, supervisors agreed to a trial run allowing police to access in real time private surveillance camera feeds in certain circumstances.

Debate on Tuesday ran more than two hours with members on both sides accusing the other of reckless fear mongering.

Supervisor Rafael Mandelman, who voted in favor of the policy authorization, said he was troubled by rhetoric painting the police department as untrustworthy and dangerous.

“I think there’s larger questions raised when progressives and progressive policies start looking to the public like they are anti-police,” he said. “I think that is bad for progressives. I think it’s bad for this Board of Supervisors. I think it’s bad for Democrats nationally.”

Board President Shamann Walton, who voted against the proposal, pushed back, saying it made him not anti-police, but “pro people of color.”

“We continuously are being asked to do things in the name of increasing weaponry and opportunities for negative interaction between the police department and people of color,” he said. “This is just one of those things.”

The San Francisco Public Defender’s office sent a letter Monday to the board saying that granting police “the ability to kill community members remotely” goes against the city’s progressive values. The office wanted the board to reinstate language barring police from using robots against any person in an act of force.

On the other side of the San Francisco Bay, the Oakland Police Department has dropped a similar proposal after public backlash.

The first time a robot was used to deliver explosives in the U.S. was in 2016, when Dallas police sent in an armed robot that killed a holed-up sniper who had killed five officers in an ambush.
