Eh it's been fairly popular for the past two decades. In Japan it was always super popular topping the sales charts. In western countries it was always put up as part of the big three (Naruto, Bleach, One Piece), albeit the least popular of the three. Neither Naruto and Bleach are airing anymore so naturally One Piece will take all those shonen fans. As for non-weeb people starting anime, anime became more mainstream in the past 5-6 years. It's a normie thing now.

One Piece was easily the most popular show in Japan, but worldwide? Its only recently the case. A lot of it may have to do with Naruto ending and Bleach's hiatus. But I think also because modern internet culture being dependent on black people's interests. Black people LOVE Onepiece. They were the only group I knew in the US who liked it back in the early 2010s, largely because of Zoro and the general hype moments.
