This is literally impossible and even if "she" was once under the age of 18, saying she's a minor in this case is like saying the earth was once under the age of 18. Simply because it has only existed for a few years doesn't make it underage, this only applies to humans. Assigning humanlike attributes to a yokai in the first place is the problem since they aren't and were never human.

Essentially, lewding Cirno is impossible as Cirno isn't human and any lewds of Cirno are simply lewds of a humanoid version of Cirno and not the actual character "herself." Because of this, lewding loli cirno is lewding a child form of Cirno and therefore pedophilic in nature, but also lewding an adult Cirno is lewding an adult rendition of a non-human character and therefore not pedophilic in any way because the child version of cirno is already 2 steps removed from the art in question and both images are lewd renditions of an object in the first place.
