I feel like Rei isn't a good pick as the fool. She isn't really ignorant at all. Maybe she'd be better as Death, with Kaworu as the devil.

I think the fool fits Rei better since she's extremely innocent, and in tarrot it's all about the journey of the fool towards enlightenment. Kinda how Rei is re-born over and over.
