One of the challenges of Multiple Account / Sitewide Suspension Evasion Detection efforts is that sockpuppeting can be a way to profile moderation responses, and then that profile can be passed on to others to leverage at scale.
And that profiling can't be detected, only made challenging

there has been an entire british terf cluster that migrated to bluesky to the point where an entire blocklist from @hedgehogsafety.bsky.social was created for JUST british terfs. if we're broadly categorizing this as merely "rude content" and "toxic replies" that sure is a real Bruh Moment.

Their experiment with toxic content detection almost certainly uses Perspective or an analogue expert system model.
The bad news: those models are trained to detect overt, Reddit-esque hostility, & the peculiar British GCism is cultivated to avoid overt, vulgar hostility.

Perspective has limitations, & much of its use case could be covered by writing a set of regexes. A market for it exists due to legal technicalities in the US w/r/t employing moderators professionally.
