That right hand was 100% Hitler.
Hitler's left hand would go through the fist, the claw, and the proffer almost exclusively. But the right hand would do the upwards index.

And interesting fact - the film we have of them speaking in the early 1930's, Hitler & Goebbels would grip the lectern, most often, because they were speaking to smaller crowds of traditional elites. The gesticulation arose later.
