These user agreements for UCHISPs usually have a clause that reads i.e.
"Subject to your complete compliance with these Terms, [entity] grants you a [qualifiers] license to …"
I'm not seeing one, here

I am so far from equipped to answer that question.
I do know that there were argued cases which deliberated over whether a text that is 120 characters in length is capable of having copyrights vest in it … but don't know the outcome or inferred parameters from that
