I googled pentest. It's short for Penetration Test. Basically it's a le 1337 haxxor preemptive probe before they do a big effort.
Essentially Bardfinn is trying to show off the words he knows by accusing people of being full hackers rather than a bunch of dorks having a good time.

Pentests are attack attempts done by hackers that are authorized by the target for the purpose of finding vulnerabilities that need to be secured. He doesn't seem to imply these lists are made by bluesky contractors/employees.
He is using it the way you describe, but I don't think anyone has ever used it that way before.

The intro to cybersecurity class I took was pretty annoying and not just business class buzzwords. Had to write a bunch of bullshit like a padding oracle cbc decryptor, xss script that mimic'd a site's behavior but sent logs of user input, among other things. Probably pretty basic stuff for people into the field but as a normal cs student it was pretty hard.
