if you go into your start menu and search 'odbc data sources', in that settings menu, pretty much anything that lets you select a file will use the windows 3.1 explorer

That's crazy. You would think that through all the iterations of Windows, M$ would have had file access modularized, then updated that module through each iteration.
But apparently new versions end up breaking old apps like this. So they have to keep the old file access systems in there
