I've seen White Identity Extremists coordinate their movements at public events using highly coded language; I've seen Chinese atheistic violent extremists coordinate attacks on Chinese Christians using Online Chinese dialect. I've seen antisemites use "The Amish" as a dogwhistle for Jews.

None of these particular incidents are things that UCHISPs can be expected to have the means or opportunity to proactively detect and action. Bad actors constantly shift the ways they express their intentions in order to evade both automated & human moderation.

You cannot hope to hold a UCHISP liable for al Qaeda recruiting violent extremists using underdocumented dialects of North African languages, nor for ISIS posting deep-fried memes celebrating beheadings, if they cannot automate detection and no human mods understand the language used.

I've also seen UCHISPs be utterly complicit in mismanaging their platforms in ways that facilitate crimes and violent extremism. Reddit is being sued by the families & survivors of the TOPS Supermarket shooting, despite the shooter posting almost nothing notable nor actionable to the site.
