Basically early Vedic=small pastoral tribe pseudo states, their terms for various things makes you realize how small scale it was. Their word for war meant the search for cows. Its pretty much the same sort of rough egalitarian soyciety you'll find in every primitive tribe, when no one can amass enough wealth to hire enforcers. Late vedic=kings start becoming a thing, they form an alliance with priestly class, cities form, agriculture becomes dominant subsistence method etc etc. Texts aren't really clear but I do think late vedic 'republics' were mostly oligarchies.
