Back in the mid-2000s Congress and the first Lula Administration passed the Statute of Disarmament. Before that you could buy a shotgun or a pistol on a mall but after that gun sales became heavily restricted. In order to buy a gun in Brazil you must not only pass a series of background checks, you must also justify your purchase (the best way is either being a shooting club member or a hunter), ammunition sales is also restricted and imported weapons are for military use only.
Bolsonaro passed a series of "medidas provisórias/MP" which are the equivalent of Executive Orders, circumventing the Statute of Disarmament. For instance, one of the MP said that living on a state with a murder rate above 10 per 100k justified a gun purchase (that's every single Brazilian state lol). But the courts struck them down.
