The IRS is the big evil federal agency to their small business owner voter base because 90% of them just outright commits tax fraud to some degree or another by underreporting taxable income and writing off personal expenses as business expenses. Going after the IRS is red meat to that base for Republicans.

Despite being subject to the GAO for accountability, the IRS has almost always made self evaluations about its own successes and shortcomings. That along with all of its Byzantine rulebook of tax laws plus multitudes of its own IRS revenue rulings, revenue procedures, opinion letters, information letters, technical advice memoranda, private letter rulings, chief counsel orders means they can hogtie and waterboard your assets without you burning hundreds of thousands of v bucks to make sure you don't have a permanent record. Because if you do, then boy they are going to skullfrick you with a bizarro audit at their whim.
