There's a thousand sensible ways to handle this, including:
Implement a feature where pinging only works if you post in the same subreddit the ping was made on.
Implement a way to block people on the site from messaging you in any way, including pings.
Make it clearer that users can disable pings, or even let them do it when they receive one.
Decide to say "screw it" and just tell people to work it out for themselves and disable pings if they don't like it.
Engineer a system where excessive pings are automatically ignored.
Place pings into a separate form of messaging that is unobtrusive and can still let people know they've been tagged.
Let people blacklist subreddits they don't want to be pinged from.
Instead, the admins took the literally dumbest solution available to them:
Throw a bunch of time, manpower, and as a result, money at trying to manually punish people who use a website feature in a way that they, or massive faggots who make them a lot of money, don't like. Meanwhile, don't clarify what rules, if any, have been broken or what the policy is on the matter.
The time and money they spent pissing people off could have just been thrown into fixing the feature itself or implementing clearer policies.

They developed a flawed system and instead of fixing it are just having people go around cleaning the mess by hand. I bet the admins don't fix their cars when they leak oil; why do that when you can pay a guy to follow you around and mop up the drippings?
